desarmadores de bombas. Os sofisticados equipamentos que estão chegando ao
Estado devem ser o legado da Copa do Mundo para a segurança pública do Rio
Grande do Sul.
Doação do Ministério da Justiça para a Secretaria
Extraordinária de Segurança para Grandes Eventos, o material soma um
investimento de R$ 90 milhões.
A maior parte desta quantia foi aplicada na construção de um
centro de comando e controle integrado na Secretaria de Segurança. Com telões
conectados a câmeras de vídeo monitoramento em toda a cidade, a estrutura
ficará pronta até 20 de maio.
– A Copa nos proporcionou uma evolução tecnológica grande na
área de segurança pública, porque os equipamentos permanecerão para uso da
polícia – afirma o secretário da Segurança, Airton Michels.
Entre as aquisições mais vistosas está um veículo para ações
de choque. O blindado é capaz de transportar 21 policiais, lança um esguicho de
água que pode atingir até
60 metros e será usado “muitas poucas vezes”, segundo a
previsão do secretário Michels.
– Não é princípio nosso controlar manifestações populares
com esses caminhões. Ele não pode ser usado em qualquer circunstância. Vamos
fazer um protocolo de uso, estabelecendo regras – afirma Michels.
Eficácia do veículo blindado é discutida por especialistas
Todas as 12 cidades-sede da Copa do Mundo deverão receber o
veículo, que está sendo fabricado por uma empresa paulista.
Professor do Centro de Altos Estudos de Segurança da Polícia
Militar de São Paulo, José Vicente da Silva acredita, porém, que o veículo pode
não ser o mais adequado:
– No ano passado, São Paulo teve de recorrer a uma licitação
internacional porque a polícia constatou que nenhuma empresa brasileira estava
apta a desenvolver esse tipo de equipamento – afirma.
De acordo com o major Mario Augusto Ferreira, comandante da
1ª Companhia de Choque do Batalhão de Operações Especiais
(BOE), o caminhão não é capaz de machucar as pessoas:
– Ele molha e empurra, mas não causa nenhum mal. A água é
arremessada de cima para baixo, por cima do manifestante.
A polêmica da máscara
Entre as aquisições para a Copa também se sobressai a
máscara de gás que será usada pela polícia de 11 Estados, incluindo o RS. Em
uma época em que se debate a humanização da polícia, o major Mario Augusto
Ferreira afirma que o aparato causa impacto psicológico porque “tira a figura
humana” do policial.
– A humanização não vai ser dada pela aparência, mas pela
forma como eles vão tratar as questões referentes a manifestações e prisões de
pessoas – avalia o analista de assuntos estratégicos e consultor de
organizações internacionais André Luís Woloszyn.
A função da máscara, segundo o secretário Michels, é dar
segurança ao policial e também à população.
– Quanto mais protegido o policial se sente, menos violento
ele será na sua ação. Essa proteção é para que ele possa agir dentro do
protocolo e dentro da lei, nas circunstâncias que ele estiver enfrentando.
Os principais itens do kit
Robô para desarmar bombas
- Comandado à distância por um técnico, é utilizado para
intervenções em ocorrências onde há
risco de vida. Pode levar a bomba para um local afastado, colocar uma
contracarga e detonar o dispositivo. Fabricado nos EUA.
Trajes antifragmentação
- Confeccionada na Suíça com material balístico para
proteger de fragmentos com velocidade de projétil, cobre até a cabeça. Será
usado pelos técnicos quando houver risco de que o objeto a ser examinado seja
uma bomba.
Braço robótico- Usado junto à roupa, aumenta a distância do
homem em relação ao objeto. Acrescenta a possibilidade de sair ileso caso a
bomba exploda. Fabricado por uma empresa canadense.
Aparelho de Raio x portátil
- Menor do que os aparelhos industriais, serve para
identificar todos os componentes da bomba sem contato físico. Feito nos EUA.
Kit de linhas e ganchos
- Conjunto de cabos e roldanas em que os policiais fazem a
movimentação remota da bomba. Veio do Canadá.
Máscara de gás
- É confeccionada com material que suporta até 1.000ºC. Tem
visor à prova de balas, filtro cambiável para respirar em ambientes com gás e
fumaça e um sistema que permite que o ar seja expulso sem a entrada de ar contaminado.
Veículo para ações de choque
- Com tração de 6x4 e pesando 20 toneladas, tem na parte
dianteira um limpa trilhos capaz de desobstruir obstáculos pelo caminho e um
canhão de água capaz de arremessar jatos de alta pressão que chegam a até 60
metros. Deve ser utilizada em “eventuais tumultos de rua”, segundo o secretário
Michels
Exoesqueletos de policarbonato
- De fabricação nacional, a novidade é que cobrirá a parte
superior do corpo dos policiais dos três batalhões de operações especiais, como
tórax, ombros e braços, além de órgãos genitais e pernas. Deve ser usado com
capacete e máscara de gás,

A Superintendência Regional do Ministério do Trabalho e
Emprego (MTE) liberou nesta sexta-feira as obras na arquibancada provisória do
lado norte da Arena Corinthians, em Itaquera, Zona Leste de São Paulo.
A liberação ocorreu após técnicos do órgão constatarem a
instalação de redes de proteção para aumentar a segurança dos operários -
arquibancadas móveis do lado sul já haviam sido liberadas no último dia 7 de
abril.
Além das redes, a empresa responsável pela obra (Fast
Engenharia) ainda providenciou andaimes no local. De acordo com informações do
SPTV, da TV Globo, foram realizadas ainda a instalação de guarda-corpos
(espécie de cercas), ampliação do comprimento dos cabos longitudinais que
permitem o engate do equipamento de segurança e um técnico de segurança por
andar foi colocado durante todo o trabalho dos operários.
As obras nas duas arquibancadas provisórias do estádio, que
ficarão atrás dos gols, haviam sido paralisadas depois da morte do operário
Fabio Hamilton da Cruz, de 23 anos, que caiu de uma altura de cerca de oito
metros no último dia 29 de março. Em recente vistoria ao estádio, o
